Create Mobile Version of a Webpage, add Responsive Design, and a Few Simple Tasks

I have a webpage (only one document) that uses HTML5, CSS, and jQuery. I need a freelancer who is proficient in these three languages to make the following changes to my webpage for me: • Enable responsive design for desktop viewing, so that the webpage can properly adapt when the dimensions of the browser viewport are contracted or expanded • Enable text wrapping for all platforms (related to the item above) • Create a mobile version of the site, slightly different from the current desktop version. Users will see this when they access the page on their smartphones (I already have the vision and a couple of wireframes for this and can explain everything to you), including a hamburger menu and sub-menus. Please note that this will be a VERY SIMPLE mobile site, hence the low budget of the entire project • Create one rectangular hotspot on an image and use jQuery to make text appear when the user hovers over the hotspot (the code for the hotspots and jQuery are already in the webpage, so you can use that) • Need colored borders to appear in certain places when the user hovers over hotspots on an image (related to the above item) There are three files for the project: one HTML file, one CSS file, and one PNG image. I will provide you with all of these. I don't know how long it will take to create a mobile version of the webpage, but all of the other changes should not take more than a couple of hours total for a proficient freelancer to complete. I do not expect the entire project to take more than 10 hours to complete, and even that number is probably an overestimation. I would like it if the freelancer could start on the project immediately. Strong English skills, a prompt communication style, and regular availability to discuss the project are all highly preferred.
