Create a Shipping by Province (& calculate shipping tax) Plugin for Joomla website

I have OPC (Open Page Checkout extension) already installed in my website (running on Virtumart shopping cart): You must be able to create a plugin (or install a ready plugin, if it exists) to do the following: 1- As the customer enters his billing/shipping address, the shipping fee plugin will show up as a select box with shipping costs as follows: $10-$100 (in $10 increments) and $125 to $500 (in $25 increments) and $550 to $2000 (in $50 increments). 2- After the customer selects an amount, the tax should be calculated based on the province the customer entered in his shipping address info. The tax should be shown up on the same line as the shipment fee. To explain, there are 7 Different groups of provinces in Canada, which have different tax percentages (For example: "ON" Ontario & "NB" New Brunswick are both 13%, "AB" Alberta is 5%, "QC" Quebec is $14.98%, and "NS" Nova Scotia is 15%, etc ...), the tax should be calculated based on the province entered in the shipping address. 3- Make sure that the shopping cart layout is fully responsive without any issues (right now the entire website is responsive , however; the shopping cart has some minor overlapping (in mobile views), which must be fixed as part of this project). You must fully test the shopping cart using the new shipping plugin on mobile phones prior to posting the changes on the live website. This is a rush project, so you must be able to finish this project within 1-2 days max.
