Delete a page, add another - Site modification

My client has a site that requires an existing page deleted and another page put in its place. There will be no modifications to the design. Just remove a page, add another and modify the menu bar accordingly. The exact url will only be given to those short listed for the job. In the past, GAF providers have bypassed me and the bidding system to approach the web site directly. Hence I am not posting the url here.
