Cloaking/pop up Wordpress plugin

I have a desktop application that I had created a few years ago that I want updated for wordpress to make things easier for the end user. I have the original files, which I can provide as well as any graphics needed. The software has a lite and a pro version, here's what they need to do... The lite version takes an affiliate link like: http://thevendorswebsite.com/mylonguglyaffiliateid=3475901? and cloaks it like: [login to view URL] The cloaked link displays a pop up on top of the page, for a newsletter opt in form/video/buy button/coupon offer, etc. with whatever dimensions the end user picks for the size of the pop up. The pro version does the same thing, but also allows an additional exit pop up when the visitor leaves the site. The pro version will also have a few different varieties of the pop up style and the end user can determine how many seconds to delay before the first pop up is displayed. I'll retain full rights to the software once the project is completed. If you can create this plugin and would like the work, please start your bid with the words, "I pay attention".
