Private cross-platform mobile app for stored data-entry of prices, and sync with desktop

(Note this is re-posting of a previous project, with more requirements.)

This will be a simple cross-platform app for a user to make entries of prices and descriptions on the go on a form. It will be a simple table format, though with multiple "pages". The user can create new "pages" from a certain number of fixed categories. For each page, there will be a spreadsheet/table listing with 6 columns (plus headers and other at the top), and a limited (but not constant) number of rows. The amounts will subtract from a total, so some calculation is involved. Each page has separate entries. A bit more than a simple "notepad", but very simple for a database. There will also be a time limitation--after a certain time, the app allows no more entries until synced.

This app will not connect to the web or a cloud service. All data must saved be on local storage on the device, and still be there when you close it and open it again. It will be synced bidirectionally with a desktop Java application when the phone is plugged into a computer. (That application is not part of this job.) There must be some way that the app can read & write to a file on the desktop, or (preferably) the desktop application can read & write to a file on the phone device. The goal is that the Java desktop application can read data from the app, and then clear the data, so app is "empty" again. (The data can be in a database format such as MySQL or some other format like XML or CSV.) If not a file, then some means of communication. We want some way that, if you have the device plugged into the desktop computer, but no internet connection, you can read and update the app data. (Perhaps via local network?)

We need a cross-platform app: iPhone and Android. Also preferably Windows Phone. You may use whatever toolkit that allows you to write the app once, such as PhoneGap or moSync. In other words, write once, compile 3 times, not write 3 times. Note: this is meant to be a "private" app, so it will not be going directly each platform's public store. It will be distributed as an internal Enterprise app on iPhone, and only the private store for Android, so you should have the knowledge to do this.

You agree to turn over the source code, and that we will be the owners of it.

We will be setting milestones on this project.

2. To you, what is the best, or simplest, solution to the problem of the second paragraph above: to copy and modify the app's data between the device and a desktop Java program?
