Create Readable Text

Need a plug-in, or external program that imports a delimited file. This might also be a Visual Basic macro for Excel. Take your pick! I'd prefer a standalone executable (with source code provided as part of the deliverable) but I'm also attracted to simple solutions that don't cost a lot. This plug-in or program will take a simple Excel table with "x" rows and "y" columns and convert it into readable text. A simple table is defined as a table with only one row of column headers and only one column of row headers and no subheadings. If this was a plug-in for Excel the user would define the table using a named range or select the table, or enter the number of rows and columns -- whatever works best. The plug-in would then parse the data and produce text output that can be either copied to the clipboard and used in another application or saved to a text file. If the table looks like this (where Hdr A is the column heading for column 2, RHdr 1 is the row heading for row 1, etc.): Hdr A Hdr B Hdr C RHdr 1 data data data RHdr 2 data data data RHdr 3 data data data The output would look like this: RHdr 1, CHdr A: data; CHdr B: data; CHdr C: data RHdr 2, CHdr A: data ; CHdr B: data; CHdr C: data RHdr 3, CHdr A: data ; CHdr B: data; CHdr C: data That would be good for starters. An step up would allow the user to choose the format of the output -- maybe they want to repeat the Row headers (RHdr) as: RHdr 1, CHdr A: data; RHdr 1,CHdr B: data; RHdr 1,CHdr C: data RHdr 2, CHdr A: data ; RHdr 2, CHdr B: data; RHdr 2, CHdr C: data RHdr 3, CHdr A: data ; RHdr 3, CHdr B: data; RHdr 3, CHdr C: data A more sophisticated version would deal with complex tables (tables with more than one row of column headers or more than one column of row headers.) Please state what programming language and version you would use, the timeframe for completion, and the cost for additional work such as minor revisions by the hour. Thanks!
