hi I have very good experience in : - socket programming (tcp and udp) with select function. - raspberry pi 2,3 and have boards to test and built my own linux distro from scratch. - c , c++ , node.js , QT/C++. -portaudio + opencv. for your project : what about using opencv just reading data from cam. then send it via udp.

I would ask that you please provide the camera, perhaps you could order it on Amazon and ship it to me. In addition, I can deliver this in 10 days or less starting when the camera arrives. I believe it is straight forward what your asking to have done. One of the questions I have is do you want any of the data wrapped in transport or other protocol headers such as RTP or something along those lines. I understand you do not want the data encoded though which I took as not transcoded to a different video format. My current project at my day job involves interfacing with an USB 3.0 camera to obtain images as fast as possible on an NVIDIA Jetson TK1 development board. The greatest risk for implementing any code for a particular camera is the driver and API compatibility of running on both an x86 and ARM processor. Finding a compatible camera will take the majority of time required for this project.
