Translate an Azure ARM Template into an Amazon Cloud Formation Template

I have an existing Azure Resource Manager template that I would like to translate into an Amazon Cloud Formation Template. The components of the ARM template are simple. It deploys compiled .net 4.6 code from github to an Azure Web App (64 bit) and creates an Azure Sql Database based on a bacpac file and modifies the [login to view URL] with the appropriate connection string to the database. I want to create an Amazon Cloud Formation template to do the same thing. It should deploy .net code to Elastic Beanstock and create a Sql server database in RDS and modify the [login to view URL] to connect to the created database.
