Desktop Software for E-Test Education

I am looking for a C# .NET Software Developer to build an E-Test Education Software. The Developer should know how to build the system from beginning to completion, and also be able to teach me Step by Step why and what they are doing. Project realisaion should be in Manila and the Developer should be available daytime to develop this project together with me. (I intend to stay in Makati from September 4th for Project begin). I have never written a Desktop application before, but have a background in IT, so am not totally computer illiterate. The Developer should give me a Time and cost estimation before Project begin. The Software. Basically this software, will allow an Examiner/Teacher to set up an E-Test catalog of questions and answers for students and inform the student how many points they received and what the correct answers are. Transmission is done via Keypads to a Base-station that is connected via USB to a PC (API/SDK provided). The Software will also allow Homework to be submitted (Excel report). The homework works a bit different as you cannot say to a keypad that a homework has only 10 questions to answer. You can let the students send the report or you can call a specific homework number that will automatically be transmitted as soon as the keypad is in range. More details provided later.
