I need an Excel Expert for a Production Project Build

I am looking to build a specific set of unique health related tools into a system using Excel. Review of Concepts: I will provide the initial content design, concepts and functional requirements for the Health Tools System (HTS). You are to review my concepts, design and function and include in your review, its appearance and functionality for use in a website, an app on a smart phone or tablet. You are to recommend changes and improvements that would enhance my design concepts and functionality. I shall evaluate your recommendations and the resulting modifications to concepts, content design and functionality shall become the Proof of Concept system requirements for delivery acceptance. System Built to be readily hosted on the web or used in App: A website and app designer under a different contract shall host the system online using a virtual server platform, shall build the website and app(s). You must design the HTS to be hosted on a virtual server platform and incorporated into a website viewed on a standard computer monitor or in an app using a smart phone or tablet without requiring any major changes to be made by you or the web designer to the system's appearance or functionality. Minor modifications to the HTS by you to correct any oversight issues that may arise are acceptable but at no additional cost. Website design enhancements and app enhancements for use on a smart phone or tablet are an additional cost and covered under a separate contract with the web designer. Supporting Documentation Deliverables: Along with the delivery of the functioning HTS, supporting documentation for the HTS; i.e. an example of each form, database description and illustration, Program Wire Diagram, System Architecture illustrations and Function Processes Flow Charting are required deliverables. Exclusive Unencumbered Ownership: I must own all component parts, subroutines, use designs, functionality, supporting documentation and business processes so that it can be Trademarked, Business Process Copyrighted and IP protected. In other words you cannot use other peoples protected work product in this build. Firm Fixed Price Contract: This is a Firm, Fixed Price Contract build from scratch project. You may use "free" open source work product as long as its use and inclusion in this product is unencumbered and can be owned in my system. If permission for use is required, permission in perpetuity, by future owners of the system and lawfully documented (which you must provide as an additional required deliverable) must be without royalty or payment of any kind. Payment for any materials, tools or source code used in the build must be included in your bid price and is not separate and above your bid price. Inclusive List of Persons working under Contract and Required, Signed Documents: You are required to submit an inclusive list consisting of every person that will be working under this contract and/or that shall produce any portion of the work product as a sub-contractor working under this contract. Each person shall be required to sign and execute the following agreements: (1) NDA, (2) Release of All Right or Ownership in any part of and/or in the work product as a whole delivered under this Contract.
