a specific tool (or action script) for a flash project

A site where I will showcase my digital photos (I have a lot, going way back) It is going to be an all-Flash site, no HTML. I can do graphics design myself, but I am fairly new to Flash and have very limited time to teach myself stuff. When it comes to the action script stuff, I just don't have the time to learn it. I want to find someone to assist me on an ongoing basis, when I have a particular feature in mind, they will help me make it happen. I have in mind to pay $150.00 each feature I need done. I think some of this is quite simple for an experienced Flash person. First thing (feature) I'm talking about. This a quite simple concept, I think I can describe it without loading any graphics or whatever. Essentially a "zoom" thing. PICTURE THIS: Background 1394x828 pix. Upper left, a window 468x312 pix, to left, a large window 780x520. Now here is what is happening. A picture of a tiger, high resolution 4800x3200, resides somewhere unseen on the page with a mask or whatever (that's the part I need help with). A small reference - same picture- is in the left "pilot" window. When you cursor over the left window, the corresponding area of the picture shows in the big window. If your cursor is over tiger's eye in the left window, the eye is huge almost fills the big (main) window. Have a described this clearly enough? Is there any problem? Can Flash handle the high res photo? I am using an older version of Flash (v8)
