Build a Website

I am not a computer whiz so please bear with me in my description here. I am looking for someone to help design a website that has a couple of different components to it. Until I get a person signed on I will not say exactly what it is we are looking to build but rather simply give you a basic synopsis here. I am not looking for anything crazy as far as graphics, photos, and videos go. I just want solid functionality for both sets of users. One user set will be the one offering the product and the other user will be the one who has the ability to claim. Once the item is claimed something needs to alert the poster that the item has been claimed and the item also needs to be taken down or flagged that is has been claimed in the community. Both sets of users need to have profiles that give a decent understanding of who each party is (This is not an adult site by the way, nor anything illicit or illegal). Upon claiming the item in question the user who posted originally will be charged a small fee. There needs to be the ability to accept payments as well obviously. As I said earlier I am really looking for a clean, functional, use. The majority of what this business entails is actually in face to face sales to get the community out there to my region. People just need to have a simple to understand and easy website and mobile site to interact with. Once I agree upon a builder we will discuss specifics. I am also uploading my companies own Non Disclosure Agreement to be signed before going further. Simply sign the last page, scan and attach or email.
