Create an Animated Advertisement Banner ( HTML5 )

Hi, I have been in the personalized jewelry manufacturing business for many years. Recently, I have created a unique line of religious themed silver pendants and bracelets that I am currently bringing to market. I need some help to create an HTML5 animated banner ad (300 pixels x 250 pixels) with a maximum size of 150 KB (must follow Google AdWords rules) to promote product sales for my website. I have the basic theme with graphics and verbiage. Since HTML5 easily scales to different banner ad sizes, I would like a couple of other popular sizes as well. The animation will be a short video (2 second loop, up to 15 FPS) that will begin with an image of a woman wearing a silver pendant with a center gemstone and then zooms in to reveal a hidden image within the stone. The video animation must be clear and fluid (smooth zoom) while conforming to the maximum file size of 150 KB. If necessary, it can be greyscale with very little color information or fewer frames per second to accommodate this limit. I will supply 3 high resolution Images to work with.
