Turn a short story into a comic book

Dear all, I wrote a short story, and I need someone to turn it into a comic book. By that, I mean around 20 pages not a 200-page book. I want to make a booklet out of the story with both Arabic and English versions. I will do the translation myself at a later stage. The story is about a fire inspector who accepts bribe and permits a substandard building. Later, the building is set on fire due to malfunctioning of fire detectors leading to causalities. Furthermore, I want to see something touching and emotional. It is a tragic story written to raise awareness. The comic you will produce may be used by a governmental agency in Kuwait to raise awareness. It has to live up to the reputation of this esteemed agency. Please keep in mind that any thing you create should not resemble real places and people. This is to avoid any legal issues. My budget is 150$, but I'm willing to pay a bonus for a great work! Final note, regarding the translation, I would like to receive the same book but with everything made from right to left with blank captions, so that I can add the Arabic translation.
