I have developed 5 large scale Single Page Applications based on AngularJS. I have great hands on experience in delivering performance oriented large scale AngularJS apps. For this project I would suggest you to use IONIC framework for developing the mobile application. Because it comes with support of phonegap, cordova and angularjs. The 3 main technologies you want to be used in the development. To fulfil responsive requirement IONIC offers it's own grid system which is suited for Mobile, Tablet, Desktop and any device viewport you desire to include.
