Parse data and send SMS

Greetings, I have read your project carefully and I think my skills are match for this task. I would use Python along with Twilio, as your project does not need frontend interfaces. My program would parse the sql database to retrieve the phone numbers and predefined messages along with any configuration (or those settings could be on a python file, depending on your needs) Every thing would be customizable according to your needs, be it different phone sending or the predefined message. I am just unsure of where the application is supposed to get the contacts from? And what "has more additions of cars, the application should keep a track , and send SMS only to the newly added cars." means, as I thought that it should send to all users and daily?
