Hey! Your budget is very tight. For 1500 INR nobody will ever even think about writing an website from scratch, as that would cost at least 500$ for a very basic design. What i would recommend is to use an already avaible solution such as WordPress, with Free or Paid themes, the choice would be yours. My own site is hosted with WordPress and I'm very happy with it. WordPress is handling over 25% of all websites nowadays. If you want you can for example check my website (also based on WordPress) over here: maciejsiwek.com.
