Website to be built and separated into 3 things css html and javascript

Hi people... basically i need a website to be designed by hand from scratch without any programs used like free website builders and to be clearly hand written. IT needs to be separated into css/html and css separately. Please let me know of the costs and asap! Your task is to create a website for a singer.
