Update iPhone Video App (add geo, video cam + RT effects)

I've created a video social networking site and iPhone app about a year ago and have been sitting on it for the most part. My plan now is to extend it's capabilities in the interest of making it more appealing to a larger audience. Note: I will handle all front-end design.

So the current functionality of the Mobile app allows for users to simple share videos that are in there camera roll. -Select a video to upload- is the current call to action. What i want is to...

a)add another call to action "Create new video" so that the app can shoot video itself.

b)I would like to allow the user to select from a series of preset filters that give the footage some style. The best example I can give of what this would be is seen in the 8MM app here...

(note: I am not a programmer but i am a video editor and would like to be able to help define the looks of each filter. Don't know what the process for this would be so please have a recommendation).

c) once the video has been shot the user will have an option to share on facebook in addition to the mobile movs site and -add your location- ie. geotag photo.

d) When a user views a video through the app I want each video to show a map with a pin of the location it was shot. if in fact the user selected to share their location. best example for this can be seen on this app...[url removed, login to view]

HOPING TO KEEP COST right around $1500

There will be site revisions but will most likely have my website vendor work on those in tandem with iphone updates. BUT I will need guidance from your end on this as well as i am not technical.

- What you need from me (any existing code from precious dev??? or can you rip from app itself)

Increase chance of acceptance if your proposal comes with an idea for a process that would allow for my direct involvement in designing the looks of the effects that will be applied to the videos before upload.
