Android App (YouTube video fetcher)

I need an Android app(ios later). where peoples/users can watch online YouTube videos which linked(from YouTube) by premium members(allowed advertizers) and main important thing is the viewers will get 1₹ (0.014$) for per 10 minutes watching videos. in short:- need Android app where 1. advertizers can fetch their YouTube video by just entering links. 2. advertisers need to pay online and anytime (important) for advertising their YouTube video link (video should be okay in my app only) 2. in that normal registered users can views/watch the videos which are uploaded/linked by the advertisers in anytime (important) 3.(most important) the app will detect users watch time and will credit balance to users wallet 1₹ for every 10 minutes watching time . 4. users need to verify their id proof and payment method (bank/PayPal/paytm) for withdraw the funds which credited by watching time. 5. need admin panel(unlimited admins) [login to view URL] panel 8. management panel. 9. unique design. --- please bid if you can do every options i mentioned ... funny waste your time .. i need experts budget= 12000(milestones after work/demo)
