Write APP for iPhone and Android

I need APP developed for iPhone and Android (see attached). Best done in HTML5 since it may be part of existing APP using API access in future version.

Dashboard will be on Admin Desktop program - need to create simple CMS for now.

I am not a programmer developer so details of what is needed may be unclear and may not work with what I wrote. I am relying on you to tell me what is needed.
