C++ / C# Dev required to create an activeMQ daemon bridging to AWS Lambda, MySQL and SNS

I require a daemon that will satisfy three requirements;
1. Act as a relay / bridge, passing messages between ActiveMQ and Amazon SQS
2. Parse incoming messages and, where required, execute a MySQL or Amazon SNS posting, based upon ‘translations’ within a config file (will be provided).
3. Provide feedback and logging via SNS, for errors and exceptions
The daemon will need to run constantly, and must have some kind of backup process (even as simple as a cron job) that will ensure, should the daemon crash, that it is reloaded. When the daemon loads, it should publish to an SNS topic, to let the admin know it was re-loaded.
The daemon will be run via CLI, in an EC2 ubuntu instance (>14.0), and would ideally be coded in either C++ / C# / Java - as the developer sees fit. However, due to the constant-running requirements, memory management is critical.
A simple and efficient method to inject payloads (for forwarding onto ActiveMQ) is needed. SQS can fulfil this requirement - whereby a message posted onto SQS will be instantly copied onto ActiveMQ - however, it may be preferable to come up with an additional way to facilitate this i.e. an SNS topic could be monitored. The main requirement is that a payload can be easily passed in from both PHP and AWS Lambda.
