Diagnose very slow MySQL server for Rails application

My Ruby on Rails application has become painfully slow. The only way to get it running smoothly is to restart MySQL after which it runs fine for a while then returns to being slow again, requiring another restart.
I need someone proficient in MySQL database administration to go over my setup, identify the fault and resolve this quickly. It's a live production environment.
