membership web application

We need to develop a web application for managing our wallet. we will work on: A Categories tree (administration, management) Transactions of money (administration, management) Budgets (administration, management) Credits and Loans (administration, management) Payments and Obligations (administration, management) Balances and Savings (administration, management) Financial Products (Those that you have in the bank, like checking and savings accounts, registration only) Reports It consists of near 10 modules. This web application will give reports to the user on the web and also printed in paper. We need graphic reports (pie charts and histograms) I need MySQL in the database, I need to use JQuery in Javascript development. This project does not consider the general design or CSS. The coding language of the project: this is open to suggestions. But I would like to have Java, ASP.NET, Ruby or Python. Anyhow I have my own detailed requirements. We need guide from the coder for having a good hosting, tuning up and deal with that hosting and SSL certificates. We will use some external buttons for integration with social networks, google analytics, etc. The main language presented to the user is Spanish, so in order to select the worker; I would require, in the first place, what is your dynamic solution for having a full Spanish coverage all over the website and web application. My native language is spanish, so I can help with translations, anyhow I would like to know how do you offer multilanguage for the UI?
