Smarty/PHP Coder(repost)

Installed a classified script (Oxyclassifieds) and need only a few ammendments done each week. The outstanding ammendments this week are 1. create a rating with comments system where othere users can rate and comment on a user. Users rate a user from 1-5 stars and leave a brief comment, these comments can be viewed by all users and an average star rating is displayed for the user. 2. Modify the google api to default to the the users registered post code. *This bid was originally assigned to a programmer who was not very serious with the project and I had to let him go*. Previous experience with Oxycassifieds helps.
