I want a program/software that takes payments like paypal, through email and/or maybe some other way online (will consider all suggestions) like Neteller. I want it to be like casino type V-Chips and regular funds like paypal and that it be taking it directly from a credit card, check, bank wire, Western Union Money Gram and atm/debit card. I do not have a merchant account yet but will be in the process of getting one, so I can start accepting Credit Cards and payments online. I want each transaction to charge the same percentage and amount as paypal does, which will be a set amount unless we decide to change it later on. I want my customers to be able to deposit, withdraw, and transfer funds to any merchants that support the program. I want this to be able to be supported by all types of merchants. I want this universally supported. Also I want a Website for this used to access your account information including balance and transaction history. As well as a sign up page where they can sign up for free.

I also want to Validate Credit Cards and the Id number in the back of the credit card (the 3 numbers in the back by the signature line)

I want to have Personal and Business accounts as well as subscriptions and reccuring billing for online businesses just like paypal.

I need this to be very very secure so I will take sugestions on this.
