To acheive the results you want you need to upgrade your hosting account for database support.
When the forms are completed the information gets stored in the database. The web site automatically updates its page from the database.
Allowing teams to create their own page is also easy (having their own page and having their own sub-domain is slightly different and depends on your web host). The team can create their page, even select a design layout, and that gets stored in the database. When someone visits that web address the web site reconstructs the page from the information from the database.
And finally, a database driven site can help you. You can have password protected forms allowing you to easily update the site, just like the teams. This means less time messing around with HTML and uploading to the web server.
I have created a web system for Schools very similar to this. Each class or school club can create their own web page and update it. School staff can add news information and it gets automatically placed on the site. The school calendar also automatically displays the next few events without anyone having to change the web site.
This system runs using JSP/MySql. If you have to upgrade your hosting then getting a host with JSP support is not a problem (I have a list of a few).
