Simple Posting BOT

Hi Freelancers,
I am looking for a very simple posting BOT.
(Note: To avoid breaking the Freelancer Terms of Service I am prohibited from mentioning the name of any particular website, so therefore I have given clues as to the specific site but avoid mentioning them by name.)
This will be a desktop application for Windows.
Basically the bot will perform the following simple functions:
1. Automatically post to A POPULAR VOIP SERVICE chat rooms.
2. Allow A POPULAR VOIP SERVICE Instant Messaging to run in the background but alert the user when certain words or exact phrases are posted by other users.
3. Automatically post to A Popular Social Network started by Mark Z.
4. Allow A A Popular Social Network started by Mark Z to run in the background but alert the user when certain words or exact phrases are posted by other users.
The program should allow the user to work on other programs while this program is working in the background.
Automated A POPULAR VOIP SERVICE Chat Room Poster:
• Allow the user to copy and paste or manually enter the A POPULAR VOIP SERVICE chat room names as indicated in their A POPULAR VOIP SERVICE contacts.
• Allow the user to copy and paste (from Notebook or Word) or manually enter a message that they would like the BOT to automatically post in the previously mentioned Chat Rooms.
• Allow the user to choose to either post instantly or choose a time later that same day to have the bot do the posting.
• Allow the user to pick how often the BOT will re-post the same message. The user choices should range from "Never - to Once per year".
• Have a submit button so that once the user has entered in their chat rooms, have created their message to post, decided to post now or scheduled a time to post, and chosen the post frequency, they push the button and the bot goes to work.
Automated A POPULAR VOIP SERVICE Chat Room Message Scraper:
• Allow the user to copy and paste from an outside source or manually enter the A POPULAR VOIP SERVICE chat room names as indicated in their
A POPULAR VOIP SERVICE contacts.
• Have a button that when push automatically copies and pastes the chat rooms entered into "Automated Poster" side of the program into the "Automated Message Scraper" side.
• Have an area where the user can copy and past or manually enter Key Phrases or exact words to look for on the chat rooms.
• Have an "Alert Choice" that allows the user to pick how they want to be alerted of their exact phrases or words. For example this might include: Open The Chat Window Immediately, Make a Dinging Sound, Flash the Computer Screen, or have a small popup window in the lower right hand corner appear to alert the user of an exact phrase or word match.
• Have a button when pushed allows the user to turn on and off the Automated Message Scraper.
• All of this functionality should operate with the A POPULAR VOIP SERVICE window being minimized on the screen.
A Popular Social Network started by Mark Z:
• Have all of the same exact functionality as described above for A Popular VOIP Service.
• There should be a tab for A Popular VOIP Service and another one for A Popular Social Network started by Mark Z.
• There should be a button or choice of some sort that allows the user to choose if they want to Post and Scrape from just A POPULAR VOIP SERVICE, just A Popular Social Network started by Mark Z, or both.
I will own all rights to this software and you must deliver all files to me including but not limited to source files, design files, graphics, etc.
The final program needs to be an exe file with an automatic installation program so that I can send over one zip file to the user and give them easy instructions on how to install the program on their computer. If possible the file should be protected with a license key so that I can control unauthorized users from downloading it and using it without my permission.
