Design & Develop US-based Insurance Website for Wordpress

Our US based insurance agency is looking for is a talented graphic artist who also is experienced with Wordpress to design a new website geared toward Seniors (ages 55 through 75). Ideally, the site should be designed utilizing HTML5 / css3, etc., then packaged into Wordpress for ease of management. Our new site not only must look good and be easy to navigate for Seniors, it must also load very fast. So simple, flash-free, table-free, limited and compact graphics, only necessary scripts (java, etc.) and so on. The look and feel of our site should be similar to this one: [login to view URL] We also like the "cool" feel of this site: [login to view URL] Our site will need a slider feature with up to 5 rotating pages (where the geiko is located on the Geico site). So we'll need graphics for those slider pages plus all applicable graphics for the site. All graphics used must be high quality, vector based, retina compatible images. The site will have a Call to Action feature that will invite guests to "get quotes" for insurance. It will be similar in size and location to the "Manage Your Policy" feature on the Geico site. If you do not have people on your team with a working knowledge of designing these features (typically utilizing PHP, Java, HTML, etc.) kindly do not bid on this project. In addition to the main page and quoting page, we'll need up to 3 "interior" page designs that basically should be modified versions of the main page. In effect, you'll be building a template that we can use to expand the site later on an as-needed basis. We also need an original Logo. It does not need to be fancy, so long as it reflects quality. The site must be "responsive" so that it adjusts automatically to fit all major browsers, and all major mobile devices (iPad, iPhone, similar Android devices, etc.). Hard-coding for mobile phone use is an option that we would consider - it doesn't matter to us how it is done so long as it works efficiently. Of particular interest, the "get quotes" feature must be easy to navigate on a mobile device, especially phones. Ideally, we'd like to find a phenomenal graphic artist who also is a Wordpress expert who we can work with on an on-going basis on some additional sites we have planned for the future. In the past, we have tended to use similar designs for additional sites with only slight modifications, so it would be great to have an on-going relationship with an artist who shares our vision. Turn around time on this project is somewhere between 2 to 3 weeks - the new site must be up and running no later than Sep. 1.
