Modify simple classified site - REPOST

Needing to upgrade a new website ([login to view URL]) that I would like modified to be SEARCH ENGINE friendly, MOBILE PHONE friendly and ADMINISTRATOR friendly. This website is a free service to users. It lists 1) people who NEED A RIDE and 2) people who will OFFER A RIDE or have a car. It is only used in the US and not other countries. It is only CITY and STATE use. No google mapping or other major work. I would like my opening (index) page to have my logo for RideShareUSA and a US map along with an alphabetical listing of states. Thus, upon visit, the user can choose a State and then a City that he/she is starting from. Under that State will be all cities posted with people needed rides and people offering rides. I would like to be able to incorporate banner ads (maybe rotating) for paid advertising (via PayPal only). I would like the theme to be simple, colorful and super user friendly. I don’t like the script that is currently used at rideshareusa and DO NOT want to modify it. I want to start from scratch. I had this project done nearly to years ago in WordPress and was NOT happy due to errors in people being able to communicate and also it was very, very slow. So, I’m saying WordPress is NOT my favorite but if it can work faster than before, I’ll consider it. I am not in a major hurry…. 2 or 3 weeks is okay if it can be done well and something that we both can be proud of. I CANNOT and I repeat CANNOT go over $250 and would look to award project to someone in the $150 price range. Facebook, Twitter, MySpace, feeds and Search Engine like Google & Bing friendly and updating ONCE AGAIN, please, this is a site of ridesharing, car pooling or people looking for a ride or offering a ride. Maybe they will go across town, only one-time or 5 days a week or maybe from one state to another (ie. Los Angeles, CA needing a ride to Miami, FL. Perhaps, a college student needs a ride back home for a weekend, or a daily carpool ride to school, etc. The copy of the posted ad can have a detail description of needs and/or can include contact information directly. However, I need a contact form that can be used ALSO so that people can keep their personal info private. When posting a ad or contacting an ad poster, the user has to be logged in (cookies are okay). I do not use nor want to use skype or gmail. If frequent communication is necessary, you will have access to my cPanel and can set up a chat or forum that only you and I will use. Lastly, because I drive a lot, I don’t always have good access to the Internet. If I don’t respond to you in a day, please don’t be frustrated. Thank you for viewing this project.
