Add autocroll (scrollspy) and get back to the top button to website

Hi there,
We need for our website a developper who can add two options to it:
- Autocroll or scrollspy that loads more content when the user get to the bottom of the page.
- a button on the right at the very bottom that appears when the user scrolled down, telling him to click on it to get back to the top of the page.
So instead of having to click on the button "load more", based on a pagination system, the content will appear automaticly
Here is an example of website using it :

(Facebook or Twitter are doing the same thing)
This is an easy task for a specialist who knows about javascript and PHP and has already done that.
