Add layers to YouTube videos

I need a php script that will do the following: - it'd be installed on a hosting account - admin creates credentials and login to admin panel - admin can create projects - a project should be consisted by 1 youtube video - admin can add multiple layers on the video that will allow the addition of custom html* code in specific times, ie. after 2 seconds from start and for 5 seconds - admin can add thumbnail - admin can also add custom html* when the video starts and when the video ends - admin can also hide options (play, pause, etc) * html code can be an order form, a banner, a subscription form, etc. Once a project is created admin can get the iframe code to add it in a page or wordpress post or page. Budget is $250 and the script should be created in 10 days - the login process' code is ready from another script, so it'll be used as is - the gui layout of the script will be bootstrap, it's ready and it will be used from another script as it - text used with the script should be all included in 1 language file so admin can translate the script by editing that 1 file - no MySQL db should be used, hence data should be saved in flat files or serialized.
