Algorithm for circle search in bitmap

I need algorithm for detecting circles (exactly filled circle, see image below) in b/w bitmap.
Circles doesn't overlap.
In algorithm should be parametrized:
- Minimal distance between circles
- Minimal circle size
- Maximal circle size.
IMPORTANT:
- has to be implemented only in PHP 5.3, do not use OpenCv or other.
- Also should be fast and accurate.
Could use hough transformation with wiggle or anything, doesn't care to much.
Typical input image is like this:

- [url removed, login to view]
Output from program should be array of coordinates (with circle size) [x,y, size] of center every circle detected in image (unit: pixels).
Those coordinates then will be used for CNC drilling processing.
