Project Outline
When we install new IP circuits, we sometimes have a variety of issues that we need to resolve. We can test most everything but bandwidth/throughput since we need to do it constantly. Using speed test sites is useless and running a test 24/7 will kill all other traffic.
We need an IP expert to help develop a script which can help us determine when /where we are having such problems.
Must understand VERY well speed/bandwidth testing and results.
Must understand VERY well bits, bytes, megabytes because I need a Mbps output result.
Must understand that this needs to run every 5 minutes for example which means we cannot use the typical methods that will get us blocked.
Perhaps using little known services or something that can do what we need.
What ever the solution, it must end up being a bash (Debian based) script and a php back end that will store the results so we can look at them later.
If you are able to help us with this, there may be a lot more work for you in the near future as we are always looking for good people to work with.

I am interested in this project, as I do work in networking ( Worked on mostly anything network related except OF repairing, from cabling to NOC management including network security auditing )
Do you need the testing solution to see if .. circuits degrade, I would guess ? or are you interested in finding bottlenecks fast in a high traffic non-redundant network?

I am a linux administrator. I administer a lot many systems and their networks.
But the requirement you have will result in your loss.
To check the speed/bandwidth every 5 minutes in any scenario with put a overhead on the bandwidth.
Whether it be on linux or windows it will always remain the same.
Moreover there are easier methods like round trip time to check the health of the network, and it takes only a few bytes / kbs per hour.
Don't know whether you like my suggestion or not but I would definitely suggest you not to do what you want.
