Build a Web Application

Hi, My boss has got me once again to create a php application to help ease the load of admin work in our wayleave department. Our way leave department has clients who asks us to get government approval to trench in public route e.g (Road sides) The app should be able to: Step 1 - Create a way-leave request by inputting information in predefined fields e.g, Region, Area, <Customer, Customer Contact "must be a address book for customer contact to prevent re-entering">, Project Name, Project Reference, Construction Start Date, Construction end Date, Roads that are affected "Multiple entries +++" And lastly it must create a auto reference for the request e.g INIWL00001. Step 2 - Upload maps. Google Earth Map, Municipal Zoning Map, Route Maps Step 3 - This is where the responses go out to the services that are affected on the above applied application in step 1. Also address book scenario where we input the correct details for the service providers that are affected. The user should then be able to choose which services they want responses out to and the system should automatically create the letter "Attached is a sample generic letter" using step ones details and email it to who the users chooses in the list. Some of the services are email and some are hand delivered so if the services doesnt have a email prescribed to it, it should then automatically print the letters for the user and the user must confirm on the system if the letter has been delivered. Step 4 - Waiting for responses. Most of the letters are emailed back with a official letter giving a go ahead for the main application. Some have to be physically collected from service providers, scanned, uploaded. Step 5 - The system needs to recognize the responses from service providors via email and file responses per wayleave reference. This is a simple little application to write. There are small little things that needs to be included which is just client information such as after step 1 a email is sent to the client thanking for the business and there wayleave ref: INIWL0001 is in progress from Project Ref: X and relating to Area Name: Y Again periodic email when services are received must be sent to the client to advise how far they are in the process. I am open to suggestions in platform to use. I actually see it as a little shopping cart that is modified to suit. Regards JP
