I have build a simlar system called wuuush which users (clients) can visit the site and select the category which they want to get a service or search. In the results we display all the workers who provide that particular service and the client can click on that user can go with messages before select him. ( A web based message system ) upon both parties agreed the client send and invoice to worker and once he accepted the invoice it is register as a job and project starts (work) . Upon the project complete employer can mark it as complete and leave a review to user or the can cancel the work with a reason. There are more surrounding features in this system but above is the main flow. I believe your system is similar to this and we can use most of modules we used in current project to build yours.
