Build a Website like trivago/kayak

Hello, I am looking to have a site like Trivago/Kayak built. I am looking for the same functionality as those sites when it comes to its ability to search and provide results. Here are the most important aspect of the functionality I am looking for. 1: Ability to search the entire internet eco system 2: Results produced are to be exact or next closest to, from low to high or similar to 3: Results to be white labeled as my company with actual result holder to be displayed upon consumer enrollment. 4: Must be able to translate my idea into an algorithm for a specific search result that does not currently exist. (will share after an NDA is executed) 5: Must have very large data storage and AI (Watson-ish) capabilities. The data collected will be used to generated predictive behavior in buying cycles These are the most important parts. I am open to any suggestion and recommendation. I unfortunately am only gifted with concepts. I do not know how to translate to code (yet). I am at the very beginning stages of getting funding for this project. Since I have no idea how much this end entails, I want to make sure the proposal is accurate and I have enough budgeted for this portion of the project. I will be offering % stake in the company for the work produced, also a real opportunity to become first paid staff members.
