Build a Website (( similar to Ask.fm and Askme.pro ))

hello , i own a website like [login to view URL] i want it to add some functions to it 1-*( at the moment clients can answer the question with video stored on Youtube )* the ability to answer questions using the Mic ( as an audio file answer on youtube or any similar hosts 2- embedding any Video or image link in the Answers/comments 3-ability to block/unblock the users to ask the person who asked the question's ip ( without being able to see/view there actual ip .. they will just click on the button and it will block the person who asked the question from connecting with this person ) - like [login to view URL] 4- photo and video tabs in there profile like [login to view URL] (but i want to add the ability to organize all the embedded videos in categories and the embedded images/videos ) 5-Add "Sticker" function like in [login to view URL] know that i have a verry Limited Budget the lower the cost the better
