Create a Backlink Generation Tool That Automatically Adds A Link to My Site If That Site Creates A Backlink To My Site

I am looking for someone to create a tool that allows potential partners to add my company's banner or text add or link to their site (by adding code), and fill out a form asking about information on their business, and the tool will validate the link or ad or banner is added to their site, and will in turn, create a web page with their company information (or will add their company information to a table of partners, depending on whether they post a link or ad or banner), and it will provide a link to where the partner can see their link/info on my website. The tool will constantly check to make sure that the link is still valid. If the link no longer exist, the tool will delete that partner's link/page from my site. The tool will also have sophisticated robot detection capabilities to ensure the tool doesn't get abused. If there is an existing tool like this that you are familiar with I am definitely open to that option of you setting that tool up. My site is written in PHP on Yii platform.
