Create Simple Wordpress 4.1.8 Responsive Template

I need a Wordpress Pro for a very easy customization project: - HOME template - ARTICLE template - SINGLE PAGE Design must be Mobile/Tablet/Desktop Responsive Friendly as seen in the attached files. - ONLY BID after checking attached PNG files - WINNER must be able to understand and develop the project FINE. - NO PRICE VARIATIONS. Winning bidder will accept and develop the job at bidded price, NO MORE. - Bid winner must be PROACTIVE and RESOLUTIVE, and develop the project in less time as possible - Cheapest bidders will have more possibilities - NO hardcoding or other black hay techniques. - Developer will design this into its own server first - Later, developer will upload this into my server Developer will create template and upload it to own server. Then will send to me I will pay after template installation in my blog Project estimated budget: 20€ - 30€ 5€ TIP if project is done OK to my expectations.
