Both will have to register to get full access to the website. Then they will get their "My Account" page. In that case, you will have to buy SMS gateway and we will integrate it. Once the owner approves the request, the user will receive a link to pay. I have done few P2P platforms using Ruby on Rails and I actually suggest you guys to think if you really want to rely on WordPress in this case. :) You would need to remake the website especially in the long term as you'll be getting more and more visitors as well as places for rent which will load the website and lower performance for WordPress.
