Create an online coupon tracking system for our website

We require an experienced web developer to create a front-end and back-end coupon tracking system for our website. We have multiple stores around Australia and we would like to distribute coupons as part of our marketing campaigns, we need to be able to upload these coupon codes in CSV format to our website including the start date, expiry date, campaign name, campaign description,number of times this code can be used and whether or not the coupon is valid. We will then require a front end on our website that allows each location to login and when stores receive one of these coupons they type the code into the system and it will tell them if it is valid or not, if valid it will give them the ability to redeem the voucher and print a receipt. If code is not valid it must tell them why it is not valid, either the coupon is expired, doesn't exist or has already been redeemed. If it has been redeemed then it should tell them when and where the coupon was already redeemed. We will require the ability for one code to potentially have multiple coupons available to it. For example our customers all have uniquely bar-coded cards. If the card is typed into the system as the code it should return which valid coupon codes have been assigned to that card ID. At head office we will need to be able to run some reports that allow us to choose a date range and tell us how many of each coupon have been redeemed and in which locations. We will also require the ability to check coupon codes via PHP script / API or similar (we are not experts at how this should be done) . Basically we need other approved applications to be able to check online if coupon codes are valid and if so redeem them. More information will be provided to chosen Freelancer. We have several potential projects that will be coming up so if happy with final product may lead to more work for Freelancer.
