This mini script work requires the freelancer to be familiar with how php handles character formatting with regards to uploading and downloading of characters both english and also non-english basically the utf8 characters of all international language and stored interchageably between what are stored within excel files and also the medium that keeps the info namely databases in oracle and mysql.. In order to test whats developed, an upload button accompanying the file name to be uploaded will be given in the test html page and then another download button back to the csv file saved is also provided.

Good day! I need to know the format of your tables (columns and types). Will CSV file have ordered fields to store into the database or will it have some header string? The main problem when you use CSV is UTF-8 BOM in the beginning of file. I met this problem when wrote a similar uploader in Lisp. I can do it today-tomorrow. If 40$ is fine for you, hire me! :)
