Develop a small application

Hi there I am wanting to have developed a small application. The application is essentially required to enable up to 150 people to advise when they are available to work on selected dates. At this stage graphics are not required on this application. There will be one or two administrators that will set up dates when they require people to be available. i.e Saturday 24 September 2016 the users approx 150 of them would require access to the system. Users would be required to login to the system. Once they login to the system they should be shown the competitions that are currently being held. After they select the competition they would then be shown the list of dates when that competition is is being played. They could then be given the option of indicating if they are available either yes or no (Radio Buttons). Users would be able to access the application and should be able to see what dates that they have made themselves available for. They should be able to update their availability at any stage during the season. Administrators should be able at any stage (probably at least once a week) be able to produce a report listing those people that are able to work on any given day. I would probably prefer it if this application was developed in ColdFusion, but would be happy to consider something done using Wordpress and some wordpress plugins. Thanks in advance Regards P.S. Names of people can probably be brought into the system via an excel spreadsheet. Currently there are only 2 or 3 competitions being held throughout the season and 28 dates that have to be entered into the system.
