You mention completion time 30 days if this time deadline is just for checking professional skills so this criteria is wrong as this project can not be done in 30 days let me explain you reasons may be it will help you to select freelancer. First we need to finalize design that need PSD work , mock ups , feedback , updates it will take easily 7 days before that front end designer can not start work when front end will complete back end developer will start work so there is interdependence. 2nd and 3rd stage can be synchronized at some level can not done 100% parallel.
