Build me a php website for my restaurant(need someone who is a good designer as well)

I need a simple website but I will add special features to the site with different main menu for the site. The website has to be in php and I need someone who can also do good design for me. I DO NOT want a wordpress template. The old site is not good because its slow and too many issues. This is how I want the website to be like Main Menu - have the picture of restaurant, have the menu, hours and location information CarryOut - have the restaurant address, map and number to call. Have the menu you as well. Delivery - Have restaurant address, map, UberEats, Grubhub Doordash, beyomond menu link Personal Delivery- Show a picture first of my menu, then a number to call. Then show a graphic design of the steps it takes to do delivery. which I will provide. Catering - Write Coming Soon. This page will have a new catering menu box. It will also have a submit request that a customer can write his contact information and also a message about his catering and it will send directly to my site. Contact Us- have our contact. Have an email that send us how we can be better Gift brochure -At this page of the site, We will have pictures of coupons(that I will provide.) It will be coupon of different stuff a customer can show on their mobile so make sure this website is good on mobile. Details: this is the original site. I want to make sure its on php or whatever as long as it loads fast and secure and working. I am looking for a good website developer who can provide great designs as well. My budget is low but I want someone good.
