Build a website using the latest angular

I want a team that can do a new website for me using latest angular as front-end, we can use any server side language for back end, as long as you tell why should we use 1 than others.
Later on, we'll pack our script to android, apple app, even windows 10 and amazon.
I am lead dev myself, but I am not going to have a lot of times to help, so I want this team to mature enough to handle the projects with little help from me.
A little head ups:
- The visitors will able to sign up, have a dashboard to manage their profile
- We will have an admin section for the admin to be able to manage the app
- Multiple rules on the admin.
- Many gateway options to get paid and to pay the users when they withdraw money on they account.
- they can transfer money from 1 user to another user. This module will have options to activate and deactivate it on the admin.
I will give more details after signing our propriety agreement.
