Composer plugin required

I need a composer plugin that enables composer to be used for actionscript. Essentially everything needed is already in composer it needs to have three additions:

1. it needs to output a [url removed, login to view] that can be consumed by the mxmc compiler. The resulting XML should contain the paths and libraries required by the [url removed, login to view]

2. It should be able to recognise the difference between library and source code and separate them in the [url removed, login to view]

3. It should be possible to provide it with a template of a config files will be added to. (optional)

The result will be open source and hosted on Github.

Since this project requires both PhP and the actionscript compiler experience with both is probably helpful, but not required. A PhP programmer should be able to deliver.
