Create a high-quality and interactive data visualisation tool (using a Parallel Coordinates plot)

We would like to create a data visualisation tool, where you are able to import your own data to view in an interactive parallel coordinates plot. The tool must be visually attractive and of high quality. We would prefer the tool to be able to run in standard office software such as Microsoft Office or a web browser (e.g. Internet Explorer, Chrome), and not require additional installation of applications. We would prefer the data to stay local to the computer. We therefore anticipate that, if the chosen approach uses a web browser, any web pages would be on the host computer. You are welcome to use open source libraries etc, provided they have a suitably permissive licence (state any licence conditions in your proposal). We would like you to specify your approach to building the tool in your bid. I have included a much more detailed description of the project as an attached file ‘Project specification’ – please refer to this for the full description of the project, as we have fairly specific requirements. We have split our requirements into ‘essentials’ and ‘desirables’ – and have given the details of these on the ‘Project specification’ document. You must offer to meet all essential requirements and specify which of the desirables you will deliver. We will judge value for money based on the price and number of desirables offered. To make it easier to tell us which desirables you are going to offer when writing your bid, I have attached a document called ‘Numbered list of our desired features’, which gives each desirable a code that you can reference it from. I have also attached a copy of some example data (in .csv and Excel format) for you to use when testing the tool. The end products we require will be: a data visualisation tool that meets our specification, source code that is well and clearly commented, documentation including explanation of how to use the tool, test case and results using sample data and opportunities to make amendments.
