Create premium sms messaging / phone menu system site plus more

Basiclly I want a site like [url removed, login to view] it will be using twilio as the gateway. Everything must be database driven so that this site can be duplicated or sold as a script later if needed. So everything should have a place in the database. I have an existing site [url removed, login to view] this is the site that will be used for this project. The design will need to match this.

Things the site should have

Limit the number of text messages or calls for each user based on their plan.

If approaching their limit send emails to ask the user to upgrade to a larger plan or their messages may not be delivered.

Allow users to create reseller accounts so that they can sign up new users under them and adjust plan rates and manage their users and automated emails.

create a api that users can use to create their own sites.

Allow users to buy new numbers from their account, and this will increase their monthly monthly payment plan.

Full admin system so that admin can manage all users and adjust limits and just about everything so we can have promotions.

Allow users to create templates that they can save and use again later.

Allow users to have a voicemail box for each phone number they own. They should be able to manage this from their account.

Create a demo page where users can see limited access to the site and even send messages to a single number to test it.
